DOES include 12 headbands
My package did include all 12 headbands, in the colors in the picture. Some didn't have the cloth fully cover the black headband base, but some tugging and positioning of the fabric gets most, if not all, of it to lie correctly. The fabric is sort of a "dulled shine", which definitely works for "everyday" looks- some of these silk/satin types are almost too shiny, if you get my drift....a good value for the money- would have liked to see more "primary color" shades of green and red included, instead of some of the pastel pinks and purples, but overall, I'm happy with this purchase.
