It jiggles like it should
It jiggles and that is all. Put some water in it and turn it on so it can jiggle. Works exactly as expected for jiggling water. The suction cups hold it firm but it can be popped off and moved easily as well. It does make noise while jiggling which is a noise and not something you would say is silent noise if that matters to you. Its not coffee grinder level noise or blender but it is noise. If you want something to jiggle water can't go wrong with this.

It works
for light duty cleaning,,, mainly using for eyeglasses currently,, it works fine. Some wraparound large styles will not fully fit into the unit with the top on however. For the money, it is a decent unit. I tried on some old service dogtags and it didn't do much, so it depends on the item condition you are working on. Good for eyeglasses as stated.
