the consistency is like a bb/cc cream. I would not call it foundation. Its a bit tacky, but easy to spread. I would say this is light to medium coverage, slightly buildable. it sets dewey and slightly tacky. It wasnt super easy to layer with other products as it smeared a little. I dont like how heavy the perfume was. Might be perfect for teens or Its OK nice for days where you want to run out of the house quickly with a bit of evened out skin. Remember its very dewey looking but not greasy looking. Its just oK, nothing to rave about. Its not even close to as good as IT Cosmetics CC cream.
